Dear Friends and Animal Defenders,
We are glad to present you the first Pro Animals’ Newsletter. We aim to keep you regularly updated on our activity and the situation in Romania regarding the condition of stray dogs. Also, we would like to inform you that we launched recently Pro Animals’ Web Site: http://www.proanimals.ro/
Thus,  we hope , with your help , to be able to save as many dogs as possible from a tragic death and to offer them good living conditions, as well as we hope to contribute to inform the public about the misery of stray dogs in Romania.

GENERAL NEWS CONCERNING THE STRAYS
As you probably know, Romanian authorities decided to eliminate stray dogs. Thousands of strays have been widely slaughtered, and are still slaughtered all over the country. Concerning our municipality, Tg-Jiu, the Mayor announced that 1700 stray dogs have been killed in the last year. The real number is much higher taking into account that the municipality's catchers catch and kill around 30 dogs each day.The methods used by the municipality’s catchers for catching and killing the dogs are unconceivable and disobey the law: strays are caught by their neck with a wire, dragged on the streets around 50 meters, hit in the head with an iron tongs, thrown into the van one over the others full of blood, strangled, beaten, poisoned, shot by the hunters etc.

The Romanian Media regularly broadcast news about the slaughter and ill-treatment of stray dogs. Please find below a few recent press articles:

"Canine slaughter, 1700 euthanised dogs at Tg-Jiu"
"The flayers from Tg-Jiu caught in the last 12 months almost 1.940 dogs, from which 1.708 were euthanised........The press wrote about dogs hit in the head with planks that had nails on it, dogs smothered in the catchers' van with gases from the exhaust pipe , dogs strangled with wire and taken in the woods to be shot. Lately, we heard that the poor communitary dogs are "euthanised" by injecting sulphuric acid into their lungs. A slow and painful death, that we don't wish to happen not even to who invented it. ..... "

"The animal lovers accuse again"
"
The dogs from Sadu, bestially killed by the order of the mayor Stanculete, ... Pro Animals' representatives were last week in Sadu, at the intimations of a fabulous number of citizens. The people say that the animals are poisoned by the city hall's representatives, at the insistent order of the mayor. Maria Lungu , a druggist , declared that the dogs die a day after poisoning, in terrifying tortures." They suffer an entire day and struggling on the streets. Sometimes, the city looks far worse than in the horror movies. The streets are full of dead dogs or in agony. Those from Sanitation pass-by and collect them from the streets, but they throw them at the rubbish pits among the blocks. The kids are terrified by the moans they hear at night." If we compare what happens with the dogs in the civilized states and what happens in Romania, we could easily say that those who poison the dogs not only they don't have a heart but they stopped to be humans."

"Horror scenes in the center of Tg-Jiu city"
"
The puppies are tortured under the eyes of the passers-by. Tens of people who where passing on Thursday morning through the center of Tg-Jiu city were eye witnesses to real horror scenes, when three flayers were torturing several stray dogs. They rushed upon the poor dog and caught its neck with a noose, dragging it on the street. The dog was struggling to escape and .........."

WHAT HAPPENED LATELY IN THE SHELTER
The shelter that we are running belongs to the municipality. It has been built by the municipality 2 and a half years ago. Unfortunately, the insulation of the building is quite insufficient, so the dogs have to endure high temperatures during the summer and very cold temperatures during the winter. We hope, in the future,  to have the financial capacities to build our own shelter to not depend anymore by the municipality.
At present, we have 200 dogs in the shelter but their number varies depending on adoptions and abandons. Unfortunately, the rate of abandons is higher than the rate of adoptions. However we had also successful adoptions and we found kind and loving owners for neutered  dogs. Particularly, people abandon at the shelter puppies(1-2 months), sick dogs and pregnant females.
The policy of our association is  to neuter and  to find responsible owners for as many dogs as possible.
In order to go on with this activity we really need your support.

You can see above the dogs in the shelter: Botic, a sterilised female that was adopted, together with her friend that waits to be adopted and also happy dogs that are playing in the courtyard of the shelter.
The running of a shelter costs a lot. We do not have any financial support from Romanian authorities. Food, medical care, material, salaries of the workers represent great expenses. Dear Friend,

News about Renault: As far as I know, no dog was killed at Mioveni factory since our protest began.

We sent more than 2,000 letters of protest from many animal lovers around the World to Renault Group. It is my duty and also a good moment to say "Thank you!" from all my heart to all persons who helped ROLDA in this campaign!!!

We hope the slaughter from Mioveni really ended and no bad news will be heard from there, ever!

If I'll find any news (bad or good ), of course immediatly I'll inform

This is the Renault Paris statement made today, 13.03.2003, after they received in past three days more than 1500 protest letters:

"the statement that on the Dacia work areas in Mioveni were killed in great quantities dogs, is not applicable. There is no arrangement on the part of Renault or Dacia to kill dogs on the work area. On the work area Dacia gives it the problem freely running around dogs. This is a national problem in completely Romania. Renault and Dacia are responsible for security and the health of the coworkers. The dogs represent a health and a safety problem. In 2002 10 % of all industrial accidents were caused with Dacia by dog bites.

Before this background there are considerations as well as the city Mioveni, in order to find - in the context of the Romanian laws - a solution to hold the freely running around dogs together. This happens within responsibility of the national places. In addition the Romanian government issued a law in the year 2002, regulates the treatment of freely running around and abandoned dogs."


ROLDA Romania's answer:

According to the Renault statement, strays are not killed in Mioveni's Dacia Company and Renault together with local authorities want to deal with the stray problem based on the law issued in 2002, that regulates the treatment of strays in Romania.

At this point I consider it's my duty, as an animal lover, to remind Renault of ome aspects of this law:

Art 4 of this law :"Homeless dogs will be captured and transported to local shelters, where they will be kept for 14 days (and they will be vaccinated, deparasitated and marked)"

Art 6 (1): Dogs will be euthanasiated ONLY by veterinary authorized staff !!! But more important:

Art 6 (2): IT IS FORBIDEN(!!) the killing of dogs by other persons or with other methods than using pentobarbital solution!!! Nowhere is there mentioned anything about using sticks to "euthanasiate" dogs, nor poison!!!

The other things I don't understand: No local organisation was contacted to deal with those poor strays from Dacia'Company garden. Why?

More, Renault France is coming from a civilized world, I guess! If authorities from here are doing things wrong (and this law is one of the worst laws adopted by our Government), this does not mean that Renault must do the same thing!

Evil can NEVER be corrected by doing another EVIL step! Animal lovers from Romania always hope that the "civilised World" will convince our authorities to adopt a civilised, fair attitude concerning animals, also! Dacia -Renault is leader in Romanian market about selling cars (80%). Renault have possibilities to sponsor a spay/neuter campaign or a shelter to care for those dogs.

But I guess this means a humane treatment of strays in Romania and civilized methods, two things longtime forgotten when we discuss about Romanian strays!!! Renault said in the statement:"Renault and Dacia are responsible for security and the health of the coworkers..."

But as humans, we are all responsible for respecting another being's life and defending a defenseless soul.

On the other hand, I'm sure you already are aware of the fact Dacia & Renault in Romania are both responsible for the ugliest and worse cars humans ever drived!!!

Strays' population has as common guilty/responsable enemy: humans!

Protest against the company Renault!

Don't let Renault execute in Romania hundreds of strays!!!

The management team of Renault in France has the as new target : killing all stray dogs at Dacia Company area, subsidiary by Renault and Romanian automark, arranged in Mioveni with Pitesti. The dogs are killed and poisoned. The work is large and it gives there hundreds of dogs. The important fact is Dacia Romania'management wanted to only catch the dogs, but Renault France however gave arrangement to kill all.

An eye-witness reports:" This afternoon I visited the place of having a horror, one of many in Romania: The Dacia Company, an enormous area, comparably with OPEL . I was not allowed inside.

Understandably. The woman, who alarmed me, works there and could unhindered inside. It could make however only very few photos. I waited outside and heard isolate dogs crying. The racquets were with the "work", which was also confirmed afterwards. Everywhere also poison seal would lie in good meat breaking into. A sample of the poison was bring along for me. Was forbidden to the workers there feeding the dogs. They could let the poison breaking into lie then. Many workers took at least puppies with home, in order to save it from the murderers. One of the puppies had symptoms of intoxication. We ran dry directly to the veterinary surgeon, who did then all he can in order the stomach to get. It is very weak, has however a chance.

The poison leads within fewer hours to an painful death: First cramps pull the whole dog through, afterwards it trembles long time at the whole body and is too weak to visit a protecting place. The stomach mucous membranes begin themselves to dissolve, the gastric walls are attacked. Miserable pain, until the poison reaches finally the brain. The dog die than, finally after many, infinitely long hours of pain. If the dog is killed, death is faster. The racquets run around there with baseball bats.

Minutioes was reported to me, how they kill the dogs thereby. First a good-purposeful impact with full force on the backbone, it breaks usually immediately. Afterwards, if the dog is stuck and cannot before its Peinigern any longer flee, on the head one in-threshes until the brain bowl bursts. If the dog has luck, hand 3 or 4 probably-purposeful impacts, often however are more as 10 impacts necessarily, in order to break the head.

I could protect few dogs. How many died however in the time, which I wasn't there, I am not able to know. All of this happens in a huge Company, which is led from France, a very well known civilized country. Please help us to protest with one email against Renault France! Please email back with your comments! We'll collect all answers and send to Renault France Company.

Wie wir aus gut unterrichteter Quelle vorort erfahren haben...

...RENAULT läßt in Rumänien hunderte von Hunde grausam hinrichten Die Direktion von Renault in Frankreich hat die Tötung aller Hunde auf dem Dacia Werksgelände, Tochtergesellschaft von Renault und rumänische Automarke, in Mioveni bei Pitesti angeordnet. Die Hunde werden erschlagen und vergiftet. Das Werk ist groß und es gibt dort hunderte von Hunden. Die Dacia Direktion wollte die Hunde lediglich einfangen, Frankreich jedoch gab Anordnung, alle zu töten.

Ein Augenzeuge berichtet:

Heute Nachmittag besuchte ich den Ort des Grauens, einer von vielen in Rumänien: Das Hauptwerk von Dacia, ein riesiges Gelände, vergleichbar mit Opel Rüsselsheim. Ich durfte nicht hinein. Verständlich. Die Frau, die mich alarmierte, arbeitet dort und konnte ungehindert hinein. Sie konnte jedoch nur sehr wenig Fotos machen. Ich wartete draussen und hörte vereinzelt Hunde erbärmlich schreien. Die Schläger waren bei der "Arbeit", was mir hinterher auch bestätigt wurde. Überall würden auch Giftköder in guten Fleischbrocken liegen. Eine Probe des Giftes wurde mir mitgebracht. Den Arbeitern dort wurde verboten, die Hunde zu füttern. Sie könnten ja dann die Giftbrocken liegen lassen. Viele Arbeiter nahmen wenigstens Welpen mit nach Hause, um sie vor den Mördern zu retten.

Ein 12 Wochen alter Welpe kam direkt auf mich zugelaufen, draussen auf dem Werksparkplatz. Wußte er, ich würde ihm helfen? Er, respektive sie, ist nun bei mir. 3 andere brachte mir die Mitarbeiterin aus dem Werk mit. Sie war sehr traurig, weil sie dort viele Hunde vermißte, die sieschon lang kannte. Einer der Welpen hatte Vergiftungserscheinungen. Wir fuhren direkt zum Tierarzt, der sodann alles erdenkliche tat, um den Magen leer zu bekommen. Sie ist sehr schwach, hat aber eine Chance.

Das Gift führt innerhalb weniger Stunden zu einem qualvollen Tod: Zuerst durchziehen Krämpfe den ganzen Hund, danach zittert er lange Zeit am ganzen Körper und ist zu schwach, einen schützenden Ort aufzusuchen. Die Magenschleimhäute beginnen sich aufzulösen, die Magenwände werden angegriffen. Elende Schmerzen, bis das Gift endlich das Hirn erreicht. Der Hund krampft am Ende unendlich, hat Schaum vor dem Maul und die Augen treten aus den Höhlen, bis ihn dann endlich nach vielen, unendlich langen Stunden der Tod erlöst.

Wird der Hund erschlagen, ist der Tod schneller. Die Schläger laufen dort mit Baseballschlägern herum. Minutiös wurde mir berichtet, wie sie die Hunde damit töten. Zuerst ein gutgezielter Schlag mit voller Wucht auf das Rückgrat, es bricht meist sofort. Danach, wenn der Hund bewegungsunfähig ist und vor seinen Peinigern nicht mehr flüchten kann, wird solange auf den Kopf eingedroschen, bis die Hirnschale platzt. Hat der Hund Glück, reichen 3 oder 4 wohlgezielte Schläge, oft aber sind mehr als 10 Schläge nötig, um den Schädel zu brechen.

4 Welpen habe ich davor bewahren können. Wieviele aber in der Zeit umgekommen sind, die ich da war, vermag ich mir nicht vorzustellen. Dies alles geschieht in einem Werk, das von Frankreich, einem angeblich zivilisierten Land, geleitet wird. Die Direktion dort besteht in den oberen Rängen aus Franzosen. Die Schläger kommen nur am Wochenende, seit 2 Wochen. Bitte helfen sie mit einer mail gegen Renault Deutschland zu protestieren!

We are ROLDA, a small group from Rumania who are fighting for dog's protection. For some months terrible things are happening with those poor souls. Street dogs (without an owner or lost) are taken by flayers and killed All this slaughter began in Bucharest, when The Mayor of Bucharest, Traian Basescu, ordered all dogs without owners to be caught and slaughtered. The flayers made them "disappear". More than 150,000 dogs wiped out in a few weeks. They didn't care about the fact those dogs have been sterilized (some of them) some time ago. The Flayers killed them all! They beat dogs to their death, broke their head with stones, they poisoned dogs.

In all this time, war was declared on dogs. An aggressive campaign from the mass-media is making some people in Rumania act inhumane: there are several cases of people shooting and poisoning dogs because they 'think" dogs represent a real danger to humans.

I have seen some terrible scenes with my own eyes, when a lame dog was beaten by a man, because he believed the dog would bite him. But the dog couldn't even move from there.

I saw flayers that have beaten dogs to death with big bats and sticks, I saw dogs skinned whilst alive. The most cruel thing happened a little time ago, when a child, in the morning viewed lots of poisoned dogs (the flayers killed them the night before). Between those dogs was Blackie, the puppy who came very often near the child's apartment and received food and water from him. I hardly can describe the pain from those innocent eyes, the disappointment that he lost his friend. He couldn't understand 'why?" nor could I.

The slaughter from Bucharest has spread, step by step to other big cities, where the same things are happening, but they are keeping it quiet.
Now even people from Korea and other dog eating countries are taking advantage of the stray dog population by killing Rumanian dogs for human consumption. This is mainly happening on the ships that are coming in at the ports. Nobody seems to do or even say anything about it. Around this slaughter, everything seems to freeze. AND IT ISN'T ONLY A SLAUGHTER AGAINST DOGS, IT IS A SLAUGHTER AGAINST THE IDEA OF BEING HUMAN.

We like to believe that we are superior, that we can move mountains with the power of our minds but when it's about real solutions for homeless dogs in Rumania, the irony we found the 'best solution ": Get rid of them. Eliminating the cause, we must not think too much to find solutions. HOW CONVENIENT! In Rumania the corruption is very high, everyone steals from everyone, who cares about dogs anymore? SOME OF THOSE CREATURES ARE STILL ALIVE AND DESERVE TO BE TREATED THE BEST AS WE CAN, TO NOT BE ASHAMED WE ARE CALLING OURSELVES 'HUMANS."

Rolda is asking people to act now. We believe the best solution to save as many dogs as we can from the authorities' is to build shelters, in which homeless dogs will be sterilized, vaccinated and live without fear for the rest of their lives. For building a shelter we need more than ideas, the willingness of help, we need...funds. Any help whether making a small donation or sponsoring a stray dog in order to feed and give them vital veterinary care would be invaluable.

5) To introduce a programme to educate children in schools about compassion for animals in order to stop the cycle of abuse.
6) To introduce a neutering programme to reduce the stray dog population in time.
7) To create effective laws to protect animals and ensure that the existing ones are enforced.
8) To severely punish animal abusers.

I was horrified to discover that stray dogs in Romania are being slaughtered. To inflict such atrocities on these helpless animals has shocked the world. This is not a solution to the stray dog population. Even countries such as korea are trying to take advantage of the lack of compassion for animals in Romania by stealing and slaughtering stray dogs for human consumption in the ports. I urge you to protect the stray dogs and introduce non kill shelters throughout Romania and adopt humane method of euthanasia applying it only in cases of seriously ill dogs. In the long term a neutering programme will no doubt reduce the number of unwanted animals.

It has been reported in the media around the world that the minimum animal protection laws are being ignored in your country and corruption is rife. I have seen the proof, the disturbing images of murdered dogs in Romania. I urge you to implement effective and enforceable laws that will severely punish animal abusers. It has been pro! ven in the USA that people which commit animal abuse are also people that commit murders of humans. The government needs to encourage compassion towards animals perhaps you would consider introducing animal care awareness especially educational programmes in schools. I urge you to take action and lead by example and stop the violence and animal abuse. I can assure you if the killings continue, the blood of the dogs will stain Romania forever. People will boycott visiting your country and there is no doubt that this will have financial repercussions for the Romanian people and their businesses.

Dear Mr lliescu,

Our Action Against Poisoning of animals is confronted with incidents of human cruelty towards domestic and stray animals, mostly aimed at dogs.

Though we try to understand the economic and cultural background of different societies we cannot fathom the pleasure that people derive from the torturing, killing and even eating of their best and most loyal friend, the dog. We are deeply worried about this cruelty as in our opinion cruelty towards animals reflects an attitude of disrespect of life in general. Disrespect and indifference have a damaging influence on new generations. As you certainly know this is a threat to any society.

We know your country as a beautiful part of Europe with friendly citizens. It therefore surprised us to receive reports of ongoing Rumanian actions to kill, slaughter and export your stray dogs to Korea, allegedly for economic reasons. If this is true, it means that all domestic animals are at risk as well.

We will not elaborate on the solutions for possible stray animal problems, the repercussions to your country of publicity or our wish to have animal protection laws enforced. We are sure that you have been thoroughly informed on these issues.

Action Against Poisoning begs you to stop these practices as/uknd to restore the respect for animal – and consequently human – life in Rumania.
